Are City Council meetings open to the public?
Yes, City Council meetings are held the second Tuesday of each month, start at 7pm in the Council Chambers at City Hall, and are open to the public. Come see your Council in action, and be a part of what's happening in your City!
Any questions, please call City Hall at 893-3217. Agendas for upcoming meetings are posted at City Hall on the Official Notice bulletin board.
When is city hall open?
Monday through Friday, 7:30am - 4:00pm, except for Federal holidays and weather emergencies.
We also encourage those who have an account at First National Bank in Winnebago to use the easy pay option to have their monthly utility bill paid automatically each month. Please contact City Hall for more details.
Can I pay my utility bill after hours?
Yes. There is a drop box for payments in the front entry of City Hall. It is located on the left-hand side wall as you enter. Please do not use the drop box for cash payments. Only checks and money orders are accepted as payment this way. Utility bills are due monthly on or before the 10th of the month. Late pay accounts are charged a 5% late pay penalty.
Where do I apply for a dog license?
All dogs and cats in the City of Winnebago are required to be licensed by the City. Licenses are available at the Municipal Center, and are valid from 1/1 to 12/31 of every year. Renewals are due by February 15th each year; after Feb 15, a late fee will be charged. Proof of rabies vaccination is required for a license and renewals. Both cats and dogs must be leashed when outside.

When is garbage picked up?
Weekly garbage service is provided within the City. Garbage is picked up very early WEDNESDAY morning, so it's best to put out your trash Tuesday evening.
Each account is allowed on 64 gallon bin. Put the trash out to the curb for pick up. Extra garbage ties for putting out extra bags may be purchased at Roerig Hardware or City Hall.
When is recycling picked up?
Recycling services are provided through B & B Sanitation. Recycling is picked up the second and fourth THURSDAYS of each month. It is best to put your recycle items out Wednesday evening because pick up is very early Thursday morning. Each account is provided a 96 gallon recycle bin.
